Allows Yellowstone lessees to mortgage their lease, property, franchises, and contracts with the Secretary of the Interior if the Secretary approves. Those mortgages can be filed with the Secretary and will be treated as public records. They remain subject to the Government’s right to enforce the lease, and a foreclosure buyer takes the property under the same lease terms.
