§3302 Definitions

Sets the meanings of important words used in this part of the law. Appropriate tribal coordinating body — the Columbia River or the Washington tribal coordinating group, as needed. Charter vessel — a state‑licensed boat that carries paying passengers for recreational salmon fishing. Charter fishing — fishing done from a charter vessel. Columbia River conservation area — all habitat in the Columbia River drainage basin plus ocean areas (the fishery conservation zone under the Pacific Fishery Management Council and the territorial seas of Oregon and Washington) where stocks that begin in that basin migrate. Columbia River tribal coordinating body — the group authorized by the treaty tribes of the Columbia River basin to coordinate for them. Commercial fishing — fishing to sell or trade the catch. Commercial fishing vessel or fishing vessel — any craft licensed for and used or equipped for commercial salmon fishing. Enhancement — projects to increase salmon or steelhead production or to protect, conserve, or improve their habitat. Habitat — land or water parts salmon or steelhead use at any time or that affect them. Recreational fishing — fishing for personal use with normal rods and gear, not for sale. Salmon — Pacific salmon that live in the ocean and return to freshwater. Salmon or steelhead resource — any stock of salmon or steelhead. Steelhead — the anadromous rainbow trout species Salmo gairdneri. Stock — a species, subspecies, race, geographic group, run, or other category of salmon or steelhead. Treaty — any U.S. treaty with a tribe about that tribe’s reserved right to harvest salmon and steelhead in the Washington or Columbia River conservation areas. Treaty tribe — a U.S.‑recognized Indian tribe with usual fishing grounds in those areas and a treaty fishing right recognized by a Federal court. Washington conservation area — all salmon and steelhead habitat inside Washington state except the Columbia River basin, plus the adjacent fishery conservation zone under U.S. jurisdiction. Washington tribal coordinating body — the group authorized by the treaty tribes of the Washington conservation area to coordinate for them.
