Appropriate tribal coordinating body is either the Columbia River tribal coordinating body or the Washington tribal coordinating body, as needed. Charter vessel is a state-licensed boat that carries paying passengers for recreational salmon fishing. Charter fishing is fishing done on charter vessels. Columbia River conservation area includes all habitat in the Columbia River drainage basin and nearby ocean areas under the Pacific Fishery Management Council and the territorial seas of Oregon and Washington. Columbia River tribal coordinating body is the group authorized by the treaty tribes of that drainage basin to coordinate their activities here. Commercial fishing is fishing to sell or trade the catch. Commercial fishing vessel means any craft licensed or used for commercial salmon fishing. Enhancement means projects to boost or protect salmon or steelhead production or their habitat. Habitat means land or water salmon or steelhead use during their life or that affects them. Recreational fishing is personal, non‑commercial angling for fun. Salmon means Pacific salmon in the family Salmonidae, genus Oncorhynchus. Salmon or steelhead resource means any stock of those fish. Steelhead means the anadromous rainbow trout Salmo gairdneri. Stock means a category of salmon or steelhead (species, run, group, etc.). Treaty means a U.S. treaty with a tribe about their reserved fishing rights in the Washington or Columbia River conservation areas. Treaty tribe means a U.S.-recognized tribe with usual fishing grounds there and whose treaty fishing right has been recognized by a Federal court. Washington conservation area means all salmon and steelhead habitat in Washington State except the Columbia River drainage basin, plus the adjacent fishery conservation zone under U.S. jurisdiction. Washington tribal coordinating body is the group authorized by the treaty tribes of that Washington area to coordinate their activities for this chapter.
