The Secretary of the Interior may use donated or government money, under terms he sets, to build or run transportation and essential facilities outside but near Zion and Yosemite. These must follow approved park plans, use existing facilities when possible, and can be built only if they avoid undue harm to park resources, improve public service, or save the federal government money.
