The chapter defines key words used here. Act of 1976 is the federal fisheries conservation law approved April 13, 1976 (16 U.S.C. 1801 et seq.). Commission is any Commission set up by the Organization under the Convention. Commissioner is a United States Commissioner appointed under section 3602. Convention is the salmon conservation agreement signed at Reykjavik, Iceland on March 2, 1982. Council is the Council created by that Convention. Fishing and person have the same meanings given in sections 3(10) and 3(19) of the Act of 1976 (16 U.S.C. 1802(10) and 1802(19)). Organization is the North Atlantic Salmon Conservation Organization. Salmon means all salmon species that migrate in or into Atlantic waters north of 36 degrees north latitude.
