Secretary of State handles U.S. messages to and from the Commission and its Panels. After talking with the Secretary and the Secretary of the Interior, the Secretary of State may approve, disapprove, object to, or withdraw objections to fishery regimes (including enhancement programs) and Fraser River Panel rules proposed under the Treaty. The United States will carry out those regimes only if Congress provides funds in appropriation Acts. Other messages may be acted on or sent to the proper authority. When the Secretary of State approves recommendations, they must be sent right away to Alaska, Oregon, Washington, Idaho, and the treaty Indian tribes, which may adopt matching laws or rules. The Secretary must also, with Regional Fishery Management Councils, states, and tribes, prepare Treaty-required statements and reports and give them to the Secretary of State to forward to the Commission.
