The Secretary of the Interior can investigate anyone asking for a lease to run bathhouses in Hot Springs National Park or a contract to use hot water for bathhouses outside the park. The Secretary will check if the applicant has any direct or indirect interest in other bathhouses, is part of any pool, group, or association that does, or is a member or stockholder in companies that are so involved. The Secretary can call for people and papers, make witnesses swear oaths, and demand sworn statements. Lying in those statements is perjury and is punished under U.S. law. If the Secretary finds conflicting interests or a harmful pool, or thinks it is best for park management or the public, he can refuse or cancel any lease, license, permit, or other privilege.
