Federal trust species are the kinds of wildlife the federal government looks after, such as migratory birds, threatened and endangered species, fish that move between states, marine mammals, and other species of concern. Habitat enhancement means changing physical, chemical, or biological features of a place to alter a specific habitat function or stage—for example changing water levels, improving waterfowl or shorebird areas, managing grazing, or using fire or brush cutting to change plant stages; routine yearly maintenance like mowing or spraying is not included. Habitat establishment means creating new habitat where it did not exist, like shallow ponds or side channels for fish. Habitat improvement means restoring, enhancing, or creating conditions needed for native plants and animals and doing periodic work to keep them. Habitat restoration means returning a damaged site to most of its natural functions, or, if full return is not possible, repairing key functions using native plants and removing harmful elements. Private land is any land not owned by the Federal Government or a State and includes tribal land and Hawaiian homeland. A project is one done under the Partners for Fish and Wildlife Program. The Secretary means the Secretary of the Interior.
