"Governor" and "State" mean the Governor and the State of Louisiana. It defines project and activity terms. "Development activities" are any actions, including dumping dredged or fill material, that directly cause more than a trivial change to water flow, bottom shape, or wetland plants, or that harm surface water flow or circulation in wetlands or other waters. A "coastal wetlands restoration project" is any technically feasible work — for example using sediment or freshwater diversion or water management — that the Task Force finds will significantly help the long‑term physical, chemical, and biological health of Louisiana’s coastal wetlands; it includes new or ongoing projects, parts of projects, and operation, maintenance, and rehabilitation, and its main purpose must not be navigation, irrigation, or flood control. A "coastal wetlands conservation project" is either acquiring a long‑term conservation interest in coastal land or water under terms that ensure long‑term protection, or restoring, managing, or improving wetlands on land and water already held for long‑term conservation. "Task Force" means the Louisiana Coastal Wetlands Conservation and Restoration Task Force, chaired by the Secretary and including the Administrator, the Governor, the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce.
