Defines common words used in the chapter. "Secretary" is the Secretary of the Army. "Administrator" is the head of the Environmental Protection Agency. "Development activities" are actions, including dumping or filling, that cause more than a very small change in how water moves, the shape of the bottom, or the kinds and spread of water-loving plants, or that block surface water flow in wetlands or other waters. "State" is the State of Louisiana. "Coastal State" is any U.S. state on or bordering the Atlantic, Pacific, or Arctic Ocean, the Gulf of Mexico, Long Island Sound, or any of the Great Lakes, and it also includes Puerto Rico, the Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands, the Trust Territories of the Pacific Islands, and American Samoa. A "coastal wetlands restoration project" is any technically possible action to create, restore, protect, or improve Louisiana’s coastal wetlands (for example by adding sediment, diverting freshwater, or managing water) that the Task Force finds will significantly help the wetlands’ physical, chemical, and biological health; it includes new or existing projects, parts of projects, and their operation, maintenance, and repair, and its main purpose must not be navigation, irrigation, or flood control. A "coastal wetlands conservation project" is either buying a long-term property interest that will keep coastal land and water protected, or restoring, managing, or improving wetlands on land that is kept for long-term conservation. "Governor" is the Governor of Louisiana. "Task Force" is the Louisiana Coastal Wetlands Conservation and Restoration Task Force and includes the Secretary (chair), the Administrator, the Governor, the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. "Director" is the Director of the U.S. Fish and Wildlife Service.
