Each year, 70% of the money provided to run this program must be set aside and will be available until spent for coastal wetland work. Up to $5,000,000 per year from that share will help the Task Force prepare the required list and plan, including preliminary assessments, inventories, studies, and early design work needed to find and test restoration projects. The 70% also pays to carry out restoration projects that follow the list and the plan, and it can fund grants up to $2,500,000 per year (no more than $10,000,000 total) to help a State agency develop a Coastal Wetlands Conservation Plan. Fifteen percent of the annual money must be available to the Director for grants to coastal States (except States eligible under subsection (a)) to carry out conservation projects under section 3954, and $2,500,000 in total is reserved for a wetlands assessment in Texas. The last 15% must be available to the Secretary of the Interior to allocate for coastal wetlands conservation projects under section 4407.
