The Secretary of the Interior can lease land in the Kalapana extension for home sites to native Hawaiians if the homes do not block access to historic, scientific, or scenic spots or interfere with protecting Hawaii National Park. People given homes must live on the land at least six months each year. Fishing there is allowed only to native Hawaiian residents of the area or nearby villages, and visitors may fish only when those residents guide them. A native Hawaiian is someone with at least one-half ancestry from the peoples who lived in the Hawaiian Islands before 1778.
