People must be allowed to keep using and going into the areas named in section 398c for bathing and fishing, including setting fishpots and landing boats. The Secretary of the Interior can make reasonable and necessary rules to protect natural conditions and to prevent harm to marine life and formations. No fee or charge may be required to enter the Virgin Islands National Park.
