The National Park Service must run, protect, and develop the parks under the Secretary of the Interior and the Act of August 25, 1916. The Federal Power Act does not apply to them. Shenandoah must include at least 160,000 acres and Great Smoky Mountains 400,000 acres; no major development may start until the Secretary accepts most remaining land.
