The Secretary, working with the General Services Administration, can provide a site and needed buildings for the Center if the Center pays back the costs. The site can be an existing building that is changed, a new building that is built, and the Secretary may buy any land needed. The Secretary can give grants or make agreements, contracts, or leases with the National Constitution Center in Philadelphia to run the Center. Federal money under this law can be used for the Center only if the National Constitution Center matches those federal funds with money from nonfederal sources.
