The Secretary can give the State of New Mexico a right-of-way across federal land between the western boundary of the southeast quarter of section 34, township 24 south, range 25 east, and the area near the caverns so the State can build a park-style road for public use. The State may build the road to meet general National Park Service road standards, must return its rights in the land and any work on it to the United States at no cost when the road is finished, and the Secretary will pick the exact route after talking with New Mexico officials.
