The Secretary of the Interior may make agreements with the City of Philadelphia and the Carpenters’ Company to help preserve and explain Independence Hall National Historic Site and Carpenters’ Hall. The agreements must let the National Park Service enter public parts at reasonable times to lead tours and explain the sites, and they must bar any changes to the buildings or grounds unless everyone involved agrees.
