The Secretary of the Interior can build offices, administration buildings, and a public auditorium on part of the land described in section 407m or on other land given for that purpose. He may accept donations of historic property in Philadelphia and add them to Independence National Historical Park after the park is established and the United States accepts title to the gift. The Secretary may also allow the American Philosophical Society to build, operate, and maintain, at no cost to the United States, a library building on or near the original site of Library Hall. That permission must be in a lease or agreement the Secretary approves and the society accepts, for as long as the society uses the building for its library and collections, and the Secretary must approve the building plans and any additions.
