The Secretary can run, lease, maintain, manage, or remove buildings on properties the federal government buys, until the buildings are torn down or the land and buildings are used for Independence National Historical Park. Money from leases must go into a special account and be used only to run, maintain, manage, or tear down those properties, and the Secretary may hire public or private groups by contract to do this.
