Defines key words used for managing fisheries. Federal fishery management plan — a plan made under the Magnuson‑Stevens Fishery Conservation and Management Act (16 U.S.C. 1801 et seq.). Fishery resource — finfish, mollusks, crustaceans, and other marine animals or plants, but not marine mammals or birds. Interjurisdictional fishery resource — a fishery that occurs in state waters and the exclusive economic zone under Proclamation Numbered 5030 (dated March 10, 1983); or one covered by an interstate fishery management plan; or a species that moves between waters of two or more States on the Great Lakes. Interstate fishery management plan — a plan adopted by an interstate commission. Interstate commission — a body set up by an interstate compact. Interstate compact — an agreement by two or more States to conserve and manage shared fisheries, approved by Congress. Project — a research program to support managing shared fisheries or interstate agreements. Secretary — the Secretary of Commerce. State — any State, Puerto Rico, American Samoa, the Virgin Islands, Guam, or the Northern Mariana Islands. State agency — any state office allowed to regulate or enforce commercial fisheries laws.
