Grazing of livestock in the park can continue, but not at levels higher than now, and it must follow the law and National Park Service rules. If a permit holder offers to sell the private base property tied to their grazing permit, the Secretary must give buying that land priority, and any land bought outside the park will be managed by the federal agency that controls most adjacent public land.
