Grazing on preserve lands must stay at no more than the current level and must follow the law and National Park Service rules. If a grazing permit holder offers to sell the base property tied to their permit, the Secretary must give buying that land priority; if it’s outside the preserve, the federal agency that manages most nearby land will manage it under the same laws.
