Within three years after October 31, 1994, the Secretary must submit a plan for the preserve to Congress. The plan must stress historic/cultural and ecological/wilderness values, evaluate Kelso Depot and the railroad corridor for public access and programs, and address disability needs consistent with section 794 of title 29 and the ADA.
