The Secretary must, within three years after money is available and at the same time as the national landmark study, work with the New Orleans Jazz Commission to make a general management plan for the historic park. The plan must cover visitor programs and facilities; preservation and use plans for any sites or buildings the study finds; where public facilities (including a visitor center) will be and how much they will cost; programs run or supported through partnerships; a transportation plan for visitor access; an archival system for jazz materials; and rules for cooperative agreements to help manage the park.
