The Commission must pick a Director and may hire other staff. The Director’s pay cannot be higher than the annual pay for grade GS–15 of the General Schedule. The Commission can set pay for other hires too. The Director and staff can be hired without following the usual federal hiring and pay rules, but no one may be paid more than the GS–15 rate. The Commission may hire temporary or occasional help in the same way allowed by 5 U.S.C. 3109(b), and it will set what it considers reasonable pay. Other federal agencies that have members on the Commission can lend staff if the Commission repays them. The General Services Administration must give the Commission administrative support when asked, if the Commission pays for it.
