The Secretary of the Interior must get land and buildings to create a national historic site marking the completion of the first transcontinental railroad, using the area shown on the National Park Service map titled "Proposed Golden Spike National Historic Site, Utah", dated February 1963. The Secretary can acquire property by gift, purchase, condemnation, or other means, and may trade non‑Federal land inside that mapped area for federally owned land in Utah of roughly equal value, with cash paid or accepted to make the values even.
