Title 16 › CHAPTER 1 — NATIONAL PARKS, MILITARY PARKS, MONUMENTS, AND SEASHORES › SUBCHAPTER LIX–A — LOWELL NATIONAL HISTORICAL PARK › Part C — Powers and Duties of Preservation Commission › § 410cc–31
Creates the Lowell Historic Preservation Commission inside the Department of the Interior to run the preservation district and help with park services. The group has 15 members: three city council members picked after the mayor’s suggestions; three people picked after the city manager’s suggestions who represent labor, business, neighborhoods, or cultural groups and are not elected officials; one picked after the president of the University of Lowell suggests someone; three picked after the Governor’s suggestions; one employee each from the Departments of Commerce, Transportation, and Housing and Urban Development picked after those Secretaries’ suggestions; and two Department of the Interior employees who know about national parks and historic preservation. Members usually serve two-year terms and can be reappointed three times (a person first chosen to fill a vacancy can be reappointed four times). Some first appointees serve three-year terms as designated at the start. If a member who was a city councilor or other government official leaves that office, or a non-elected member becomes an elected official, they may stay on the Commission for up to 30 days after that change. The Commission elects its own chair for two years, must meet at least once a month, needs eight members for a quorum, fills vacancies the same way as the original appointment, and members may serve after their term ends until a successor is named. Members get $100 per day when doing Commission work (but full-time federal, city of Lowell, or Massachusetts employees get no extra pay) and are paid travel expenses like other intermittent government workers. The Commission was set to end on June 5, 1995.
