The Secretary must quickly buy any needed land and build or improve facilities so both businesses and the public can get to the river near Cunard. Access cannot be limited by time of day unless it is needed to protect public health or safety. Until those projects are finished, the Secretary must allow motorized towing of whitewater rafts in the river stretch between Thurmond and Cunard when the river’s flow is less than three thousand cubic feet per second.
