The Secretary must, on his own or when a local government asks, help local officials write zoning rules for land in or next to the Gorge area. He should push for rules that limit incompatible commercial and industrial uses and protect the Gorge’s character by restricting things like building, signs, burning, logging, removing topsoil/sand/gravel, and dumping or piling waste. The rules must also give the Secretary advance notice of any hearing to grant a variance and inform him of any variances or exceptions granted.
