Within three years from November 10, 1978, the Secretary must send a general management plan to the Senate Energy and Natural Resources Committee and the House Interior and Insular Affairs Committee. The plan must explain how to protect the river, planned visitor development and costs, visitor limits for each area, and any possible boundary changes with reasons.
