The Secretary must prepare a natural resources study report for the park. The Secretary must work with the Secretary of Commerce, the State of California, and other federal and private experts. The report must list all land and sea species, describe how their populations are changing and likely to change, and give recommendations for actions to better protect the park’s natural resources. The Secretary must make and keep cooperative agreements with the Secretary of Commerce and the State of California to enforce federal and state laws on lands and waters inside and next to the park that are owned by California. Nothing here changes California’s rights or control inside the park, including authority over underwater lands, waters, and marine resources.
