No later than three complete fiscal years after this subchapter takes effect, the Secretary must review the park and send the President and Congress a report saying which park areas are suitable or not suitable to be named wilderness, following the reporting steps in section 1132(c) and (d). Any area that is actually designated as wilderness must be done using the procedures in section 1132(c) and (d).
