The Secretary must create the Great Sand Dunes National Park Advisory Council. The council will advise the Secretary on making and carrying out a management plan for the national park and the preserve. The council has 10 members appointed by the Secretary: one from or nominated by the Alamosa County Commission, one from or nominated by the Saguache County Commission, one from or nominated by the Friends of the Dunes organization, four people who live in or near the San Luis Valley, and three members of the general public. Members must have relevant backgrounds. The council must follow federal advisory rules, fill vacancies the same way as the original appointments, elect a chair, set its own rules, serve without pay, and end when the management plan is completed.
