Allows federal money as needed to carry out these provisions, but no more than $3,500,000 can be used to buy land or property (including agreements to keep property protected) and to develop the preservation district and the historical park. Caps federal funding for restoring Plains High School at 60% of the total cost. The remaining 40% must come from non‑federal sources and can be cash, goods, or services that are fairly valued.
