§410iii–7 Cedar Creek and Belle Grove National Historical Park Advisory Commission

Summary

Creates an advisory commission for Cedar Creek and Belle Grove National Historical Park. The commission must give advice to the Secretary on making and carrying out the park’s general management plan and on finding important sites outside the park that help meet the park’s goals. The commission has 15 members picked by the Secretary to represent the Commonwealth of Virginia; the towns of Strasburg and Middletown; Frederick, Shenandoah, and Warren Counties; two private landowners in the park; a citizen group; the Cedar Creek Battlefield Foundation; Belle Grove, Incorporated; the National Trust for Historic Preservation; the Shenandoah Valley Battlefields Foundation; and one each from the National Park Service and the U.S. Forest Service. The members serve three-year terms and may be reappointed up to two successive times. The chair is elected for one year and may serve one more. Initial appointments are staggered (4 for 1 year, 5 for 2 years, 6 for 3 years). Vacancies are filled the same way as the original appointment. The commission must act by a majority vote, meet at least quarterly, and needs 8 members for a quorum. Members are unpaid but may receive travel expenses as allowed under section 5703 of title 5. The commission may hold hearings and take testimony but may not issue subpoenas.
