Require the Secretary and the Commission to encourage landowners, local governments, groups, and businesses to protect the park’s historic and natural resources inside the park and nearby. Allow the Secretary to give technical help to local governments for cooperative projects that support the park’s values. Federal agencies that do or support activities that directly affect the park must consult and work with the Secretary and try to coordinate. Those activities must follow the park’s purposes and its management plan, must not likely harm park resources, and should allow full public participation so all interested people can share their views.
