Creates the Kalaupapa National Historical Park Advisory Commission with 11 members appointed by the Secretary for five-year terms: seven current or former patients elected by the patient community, and four chosen from recommendations by the Governor of Hawaii, at least one of whom must be Native Hawaiian. The Secretary picks the chairman and fills vacancies the same way. Members are unpaid; the Secretary may pay reasonable expenses if the chairman signs vouchers. The Secretary must consult the commission on the park’s development, operation, and training. The commission advises on public visits; its recommendation on visitor numbers is binding if it certifies those numbers came from a referendum of all patients on the Kalaupapa Registry run by it. The commission ends December 22, 2025.
