The Secretary must manage park land and water under the Act of August 25, 1916 (39 Stat. 535), as changed, and under the rules in this subchapter. The Secretary must allow sport fishing on park lands and waters consistent with federal and state law, but can create no-fishing areas or times for safety, management, or visitor enjoyment. Except in emergencies, those rules must be put in place only after consulting the South Carolina fish and game agency. When the main visitor center is established, it must be named the "Harry R. E. Hampton Visitor Center."
