The Pullman National Monument is renamed the Pullman National Historical Park. The park’s boundary is shown on the map titled “Pullman National Historical Park Boundary,” number 590/125,485, dated November 2021. Any money set aside for the monument can be used for the park. Any official mention of the Pullman National Monument will now mean the historical park. Proclamation Number 9233, dated February 19, 2015, no longer has any force or effect. The park must protect and explain Pullman’s important history, including its role in U.S. labor history and the start of Labor Day; the first planned industrial community; its architecture and landscape; the Pullman porter’s role in the rise of the African‑American middle class; and the history named in Proclamation 9233. The Secretary must manage the park under this law and the laws for the National Park System (including section 100101(a), chapter 1003, sections 100751(a), 100752, 100753, 102101, and chapter 3201 of title 54). The Secretary may make agreements with Illinois, public or nonprofit groups, and others (notwithstanding chapter 63 of title 31) to support programs, signs, exhibits, and preservation on non‑Federal sites inside or near the park, if the agreements allow reasonable public access. The Secretary may use appropriated funds to mark, interpret, restore, and help preserve properties, but payments must be repaid if a property is later used in a way that conflicts with the park’s purposes (repayment equals the greater of the amount paid or the increase in value from the funds). The Secretary may accept or buy land from willing sellers. A park management plan must be finished within 3 fiscal years after funds are first made available.
