§410nn–3 Advisory Commission

Summary

Creates an Advisory Commission for the San Francisco Maritime National Historical Park made up of 12 appointed members. Three members (4-year terms) are chosen from recommendations by the National Maritime Museum Association. Two members (4-year terms) come from the Governor of California, with at least one having professional experience in maritime historic preservation. Four members (5-year terms) are recommended by the Mayor of San Francisco and should represent museum or maritime knowledge and local groups like the fishing industry, recreational users, businesses, and neighborhoods. One member (5 years) is recommended by the Secretary of Commerce and must have maritime industry expertise. Two members (5 years) must have expertise in maritime history or preservation. Members are unpaid but may be paid travel and per diem under 5 U.S.C. 5703. The Commission elects a chair and officers by majority for terms it sets. It must meet at least twice a year, can be called by the chair or a majority, and needs seven members for a quorum; it must meet with concerned citizens under public meeting rules. The Commission can make its own rules and is exempt from 5 U.S.C. 1013(b). It advises the Secretary on park management, and the Secretary or a designee must meet with it at least semiannually. The Commission ends 10 years after its first meeting.
