Creates the Natchez National Historical Park Advisory Commission with six members the Secretary must appoint. Two members must be chosen from people the mayor of Natchez nominates and one from people the Governor of Mississippi nominates. Two members must have experience in historic preservation and one in architectural history. Members can keep serving after their term ends until a replacement is named. The Commission must pick a Chairperson. The Secretary, or a designee, must meet with the Commission at least twice a year. The Commission must meet regularly, publish meeting notices and agendas in local newspapers that serve the park area, and hold meetings so the public can take part. Members are not paid, but the Secretary may pay reasonable expenses if the Chairperson signs a voucher. The rule in 5 U.S.C. 1013(b) does not apply to this Commission.
