The Secretary of the Interior may acquire park land by donation, by purchase with donated money or money from Congress, or by exchange. The United States Virgin Islands may also acquire land inside the park. Land owned by the United States Virgin Islands or its local governments can only be obtained by donation or exchange. Homes inside the park on July 1, 1991 cannot be acquired without the owner's consent unless, after consulting the USVI government, the Secretary finds development that harms the park.
