Title 16 › CHAPTER 1 — NATIONAL PARKS, MILITARY PARKS, MONUMENTS, AND SEASHORES › SUBCHAPTER LIX–R — SALT RIVER BAY NATIONAL HISTORICAL PARK AND ECOLOGICAL PRESERVE AT ST. CROIX, VIRGIN ISLANDS › § 410tt–3
Run the park under this subchapter and the laws that apply to the National Park Service, including the acts of August 25, 1916 and August 21, 1935. If those laws conflict with this subchapter, follow this subchapter. After talking with the Salt River Bay Commission, the Secretary may make cooperative agreements with the United States Virgin Islands or its local governments to help manage the park. Within 3 years after money is provided for this part, the Secretary must work with the Commission and the public to write and send a general management plan to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources. The plan must cover visitor education, visitor facilities, protection and long-term study of natural and cultural resources (with priority on enforcing the Archaeological Resources Protection Act of 1979 and the National Historic Preservation Act), using Virgin Islands–owned businesses for concessions, and staff training under subsection (e). For 10 years starting February 24, 1992, the Secretary must, as funds allow, pay for U.S. Virgin Islands employees who work in joint park management and run a training program for citizens, but never pay more than 50% of the costs. The main aim is to train people to run a Virgin Islands Territorial Park System.
