Creates the Marsh-Billings-Rockefeller National Historical Park in Windsor County, Vermont. The park has a historic zone of about 555 acres (including the Marsh-Billings-Rockefeller Mansion, nearby buildings, and part of "Mt. Tom") and a protection zone of about 88 acres (including Billings Farm and Museum). The park boundary is shown on the "Marsh-Billings-Rockefeller National Historical Park Boundary Map" dated November 19, 1991, which is kept on file and open to the public at National Park Service, Department of the Interior offices.
