Combines the existing Oregon Caves National Monument with about 4,070 acres added as a National Preserve into one unit called the Oregon Caves National Monument and Preserve. The added Preserve land is moved from Forest Service control to the Interior Department and is removed from the Rogue River–Siskiyou National Forest. About 4 acres in the City of Cave Junction are left out. The official map is on file for public viewing. Any old reference to the Monument now means the combined Monument and Preserve. The Interior Secretary must run the new unit under this law, Presidential Proclamation Number 876 (July 12, 1909), and normal National Park Service laws. As soon as practicable after December 19, 2014, the Secretary must update the fire plan to include the added land and carry out hazardous fuel work. Forest Service stewardship or service contracts active on December 19, 2014 may be finished under their original terms, with the Forest Service keeping liability. Existing grazing permits or leases in effect on December 19, 2014 may continue but not at higher levels than then and must follow applicable law. Hunting and fishing are allowed in the Preserve under federal and state law, though the Secretary may close zones or seasons for safety, management, or legal reasons. The appropriate Secretary will accept donated grazing permits for the Big Grayback and Billy Mountain allotments, cancel those permits to permanently end grazing on that land, and donors waive any claim to range improvements.
