Summary

Creates and runs the Oregon Caves National Monument and Preserve as one unit of the National Park System. The official map is titled "Oregon Caves National Monument and Preserve", number 150/80,023, dated May 2010. "Monument" means the Oregon Caves National Monument created by Proclamation No. 876 on July 12, 1909. "National Preserve" means the about 4,070 acres shown as "Proposed Addition Lands". "Secretary" means the Secretary of the Interior. "Secretary concerned" means the Secretary of Agriculture for Forest Service land and the Secretary of the Interior for BLM land. Control of the roughly 4,070-acre preserve moves from the Secretary of Agriculture to the Secretary of the Interior and that land is removed from the Rogue River‑Siskiyou National Forest. About 4 acres in the City of Cave Junction are taken out of the monument boundary. The map must be kept available for public inspection, and any reference to the Monument now means the Monument and Preserve together. The Secretary must manage the area under the 1909 proclamation and Park Service law. As soon as practicable after December 19, 2014, the fire plan must be updated to include the new land and hazardous-fuel work must be done. Any Forest Service contracts in effect on December 19, 2014 may be completed under their original terms, the Secretary of Agriculture keeps authority to administer them through completion, and the Forest Service stays liable. Grazing permits or leases in effect on December 19, 2014 may continue but not increase and must follow law. Hunting and fishing are allowed under federal and state law, though the Secretary, after consulting the Oregon Department of Fish and Wildlife, may set no‑hunt or no‑fish zones or times. The appropriate Secretary may accept donated grazing permits for the Big Grayback and Billy Mountain allotments, end those permits, permanently stop grazing there, and donors give up any claims to range improvements.
