Creates the Dayton Aviation Heritage National Historical Park in Ohio as a unit of the National Park System. The park includes the places shown on an official map (map no. 362–80,010, dated September 1, 2000): a core parcel in Dayton with the Wright Cycle Company building, the Hoover Block, and the land between them; the Setzer (Aviation Trail) building; the houses at 26 and 30 South Williams Street; Huffman Prairie Flying Field at Wright-Patterson Air Force Base; the Wright 1905 Flyer III and Wright Hall (the John W. Berry, Sr. Wright Brothers National Museum); and the Paul Laurence Dunbar State Memorial. It also adds the sites shown on a May 2008 map (map no. 362/80,013): Hawthorn Hill in Oakwood and the Wright Company factory with its nearby land and buildings in Dayton.
