The Commission must appoint a Director. The Commission can hire other staff and set their pay. Staff can include specialists in areas like interpretation, historic preservation, Black history and literature, aviation history and technology, and urban revitalization. The Commission can hire temporary or intermittent help under the same rules as 5 U.S.C. 3109(b), but it decides what pay is reasonable. If asked, a Federal agency with a member on the Commission may detail employees to help on a reimbursable basis. The General Services Administration must provide requested administrative support if reimbursed. The Commission may accept and pay for staff detailed from the State or local governments. The Director and staff can be hired outside the usual federal competitive and pay rules in title 5, but no one may be paid more than the annual rate of basic pay payable for grade GS‑15 of the General Schedule.
