Summary

The Secretary can give technical help to owners of property inside the park and to organizations that have an agreement with the Secretary to help meet the park’s goals. The Secretary can also make grants to park partners, including Aviation Trail, Inc., the Ohio Historical Society, and Dayton History, but only if Congress approves money that names the specific partner and project in advance. Grants can pay only for building or development on non‑Federal land inside the park. Projects must support the park’s purposes, follow its management plan, and improve public use and enjoyment. The Secretary may also produce and share educational materials about historic aviation resources in the Miami Valley.

(a)The Secretary may provide to any owner of property within the park, and to any organization having an agreement with the Secretary under section 410ww–1(b) of this title, such technical assistance as the Secretary considers appropriate to carry out the purposes of this subchapter.
(b)The Secretary is authorized to make grants to the parks’ partners, including the Aviation Trail, Inc., the Ohio Historical Society, and Dayton History, for projects not requiring Federal involvement other than providing financial assistance, subject to the availability of appropriations in advance identifying the specific partner grantee and the specific project. Projects funded through these grants shall be limited to construction and development on non-Federal property within the boundaries of the park. Any project funded by such a grant shall support the purposes of the park, shall be consistent with the park’s general management plan, and shall enhance public use and enjoyment of the park.
(c)The Secretary is authorized to publish interpretative materials for historic aviation resources in the Miami Valley.
