The Secretary may, after consulting the Commission, make cooperative agreements with owners of property inside the park that contain nationally significant historic or cultural resources so the public can have interpretive exhibits or programs. When appropriate, the agreements must let the public visit at set, reasonable times to see the property or attend programs, and they may let the Secretary, with the owner’s permission, make small improvements to the property to help people enjoy the exhibits and programs.
