Creates a national battlefield at Petersburg, Virginia, to honor the 1864–1865 campaign and to protect the earthworks, walls, and other defenses used there. It takes effect after the United States gets the land by donation and Virginia gives control of the lands and roads—about 185 acres, or as much as the Secretary of the Interior decides is needed.
