Creates the Moccasin Bend National Archeological District as part of Chickamauga and Chattanooga National Military Park to protect important archaeological and historic sites on the Moccasin Bend peninsula in Tennessee. The district covers approximately 780 acres shown on the Boundary Map Moccasin Bend National Archeological District, numbered 301/80098, dated September 2002, which is kept by the National Park Service. The Secretary of the Interior can buy land from willing sellers using donated or appropriated funds, accept land gifts, or trade for land; but State, county, and city land can only be added by donation. To connect pieces that were not touching on February 20, 2003, the Secretary can buy, accept, or trade easements from willing owners to allow access. Defined terms: Secretary = Secretary of the Interior; archeological district = Moccasin Bend National Archeological District; State = Tennessee; Map = the Boundary Map listed above. The Secretary must manage the district under the laws for Chickamauga and Chattanooga National Military Park and other National Park rules. The Secretary can work with culturally linked federally recognized Indian tribes, government groups, and other interested people, and can create a visitor center. Within 3 years after funds are provided under this law, the Secretary must write a general management plan covering protection of natural, cultural, and scenic resources, visitor use, and facility development while keeping private landowners’ access.
