The Secretary of the Interior can lease lands in the Fredericksburg and Spotsylvania County battlefield memorial that do not need to be bought right away. Leases may include an option to buy later if the Secretary decides buying is as economical as condemning the land. The Secretary can also allow current owners or tenants to remain and farm on easy terms if they protect historic features (like earthworks, walls, buildings, roads, and the battlefield’s shape), follow rules about cutting trees or moving soil, and help care for tablets, monuments, or other memorials. If the United States already owns the land, lease money must be used to maintain the park.
